Customer Service Department
Customer Service Representative
This is administrative support work in receiving, entering, researching, responding to, and tracking telephone citizen inquiries and complaints relating to city services. Duties include accurate processing of account inquiries and payments for the City Utility and other departments. Must have knowledge of customer service standards and excellent communication skills; proficiency in using databases and word processing applications. Candidate requires excellent verbal and written communication skills to resolve complaints and respond to inquiries. Work is performed in a high volume, inbound, call-center environment.
High School Diploma or GED, supplemented by a demonstrated aptitude for Customer Service Oriented work, and (3) years cashiering experience and (1) year of experience in a high-volume inbound, call center or customer service environment. Must have demonstrated experience in using databases and work processing applications.
FIRE Department
Firefighter Volunteer/Intern Program
~~Benjamin Franklin often wrote about the dangers of fire and the need for organized fire protection in his newspaper The Pennsylvania Gazette. He wanted organizations that would battle all fires, regardless of whose property was burning. So, in 1736, “The Union Fire Company” was started with 30 volunteers to band together community members with the selfless goal to protect their neighbors.
280 years after the first volunteer brigade was formed, the goal of the volunteer firefighter remains the same today as it did then, to protect their neighbors. Our Palm Coast Volunteer Fire department started in 1973 with 50 members and has always placed the needs of the community on the forefront of its mission and operation. As the needs for service increased, so did the staffing levels. The City of Palm Coast and our Palm Coast Fire Department embraces the spirit and history of the fire service as a combination fire department which integrates 50+ volunteer members with the 57 full-time career firefighters that protect our community.
The Palm Coast Fire Department operates out of five (5) fire stations. In addition to the career staff, our current volunteer membership includes Firefighters, Fire Police and Associate members, all of whom respond to emergency medical calls and emergency management situations. Today, the PCFD handles approximately 20-25 calls per day and the call volume keeps increasing.
The newest program being instituted in the department is a Volunteer Firefighter Intern program that provides training to willing candidates provided they dedicate time to do career “ride – alongs.” This program will require the candidate to commit to learning the skills necessary to become a career firefighter. It is expected that the candidate will enroll in the required educational programs to become a firefighter/EMT or Paramedic while volunteering. In return, the City will give employment preference to those that are participating in this program over other, external applicants.
The Palm Coast Volunteer Fire, Inc., a not for profit membership corporation, is a Federal 501-C-3 tax exempt status. It was established to provide Palm Coast Volunteer Firefighters with leadership, volunteer representation and training to support many of its community programs and needs. The future focus of the Palm Coast Volunteers will be to enhance the training of its members and continue the support of providing that protection to our neighbors that Benjamin Franklin thought was a vital part of any community.

Information Technology Department
IT Technical Support Analyst I
Reporting to the Service Desk Lead, the purpose of the position is to perform highly skilled technical work in broad scale systems analysis, design, and management for major installations and/or support systems of the city. Employees in this classification are responsible for providing technical support of network systems, applications, servers, desktop hardware and peripheral equipment, and Operating Systems City wide in processing automated data management functions. Performs responsible professional, technical duties with responsibility implementing and maintaining the City’s technical infrastructure systems. Performs design and configuration functions as needed. General responsibilities include implementation of new and/or enhanced service offerings, adhering to policies and procedures to ensure the continued reliability and effectiveness of network and desktop systems, and providing technical support to City departments.
Associates degree in Management Information Systems, Computer Technology, Computer Science, or related field; supplemented by three (3) years progressively knowledgeable and skilled experience in computer, peripheral and software/hardware operations and repairs or equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver’s License.
Applications Administrator
Independent professional, analytical, and technical position responsible for implementing and managing the City’s Enterprise Software Applications. Performs as the City’s Subject Matter Expert (SME) on the application(s), mapping departmental workflow processes, installing, configuring, and upgrading the application(s), testing the application(s), working with vendors to resolve software bugs or issues, creating documentation, training staff, and evaluating new features or products. Employees in this classification function at a professional level and are responsible for analyzing technical software applications and promoting optimal performance in systems development through use of state-of-the-art information technology. Provides continuous monitoring of work processes to ensure quality assurance/control and improvements to current processes and procedures where applicable. Associate degree with major course work in Management Information Systems, Computer Technology, Computer Science, or related field; supplemented by two (2) years knowledgeable and skilled experience in applications analysis and support; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver’s License.
Applications & Development Manager
The purpose of this position is to oversee the software platforms, in-house development and systems that support the City’s operations and citizen interaction. Oversees projects and work of the Applications, Development, and GIS divisions of the Information Technology department. This position will provide strategic direction to the overall architecture of City systems, evaluating business processes and alignment to the IT department’s goals. Performs design and configuration functions as needed and coordinates and directs the work of other IT support staff. Employees in this classification are responsible for the management of technical support staff assigned the responsibility of supporting systems and applications in processing automated data management functions. Bachelor’s Degree in Management Information Systems, Computer Technology, Computer Science, or related field; supplemented by seven (7) years progressively knowledgeable and skilled experience in systems analysis and development, including integrated systems analysis for linking processes across varying platforms, programming languages and technologies; or an equivalent combination of education, training, and experience; to include three (3) years’ experience managing a team of employees.
Parks & Recreation Department
Aquatics & Safety Specialist
Under supervisor and manager direction, the purpose of the position is to provide swimming and safety instruction to ensure the safety of patrons at the City’s public swimming facility. Employees in this classification are responsible for monitoring various swimming activities as well as assisting with special functions. Employee assists in maintaining pool and surrounding facility area. Objective is to ensure safety and general welfare of the general public engaging in all swimming activities through guarding and instructing patrons. Oversees the hiring, training, and certifications of all staff at the facility. Must possess a High School Diploma or GED; supplemented by two (2) years lifeguard experience, and a demonstrated ability to perform the administrative support and coordinating requirements of the position; or an equivalent combination of education, training, and experience. Must possess and maintain a CPR, AED, Lifeguard, and Lifeguard Instructor certifications. Water Safety Instructor or Water Safety Instructor Trainer and Aquatic Facility certifications are required (or the ability to obtain within six months of employment).
Recreation Leader II/Marketing
Under general direction, the purpose of the position is to assist the Parks & Recreation Department with marketing, communications, marketing goals, and objectives. Employees in this classification perform at entry staff level creating and/or editing a wide variety of written materials (i.e., newsletters, press releases, reports, brochures, web content, and social media content). Employee will design marketing materials, input marketing data, track marketing strategies, assist with a variety of community relations programs and events as needed, and take pictures/videos of programs and events. This position may also assist in front-facing, customer service roles. Performs other duties as dictated. Must possess a High School Diploma or GED; supplemented by one (1) year experience as a Recreation Leader within a similar recreational or marketing/communications environment; or an equivalent combination of education, training, and experience. Prefers candidates with Adobe Creative Suite, Constant Contact and Canva experience.
Tennis Instructor
Under general supervision of the tennis professional, the purpose of the position is to provide Tennis instruction at the City’s public Tennis facilities. Responsible for assigned tennis activities that may include: Tennis instruction, tennis instruction for youth programs, social activities, intra-club leagues, GVTL teams and special events. High School Diploma or GED; supplemented by one (1) year instruction experience, and a demonstrated ability to perform the administrative support and coordinating requirements of the position; or an equivalent combination of education, training, and experience. Must be able to obtain CPR, First Aid, AED upon hire, Program and Lesson Certifications. USPTA or PTR Certification Preferred.

Mechanic 1-3
Our Public Works Department, Fleet division currently has an opening. Depending on level of experience, candidates may be hired as a Mechanic I, II or III. Under general supervision, the purpose of the position is to perform skilled work involving the maintenance and repair of gasoline or diesel driven motors and related auto equipment, landscaping equipment, machinery, and tools. Employee performs complex work with independence, and more difficult work under guidance and supervision of the Mechanic Lead.
Mechanic I

Stormwater Department
Maintenance Worker, E01 or E02 (Swale, Ditch or Pipe Maintenance Crew)
This position will join the Stormwater Maintenance division as a member of a swale, ditch, or pipe maintenance crew. Depending on level of experience, candidates may be hired as MW, E01 or E02. All positions perform work related duties to include the installation, maintenance and repair of the City stormwater system.
Maintenance Worker – Must possess a minimum of (2) years experience in grounds keeping and/or general maintenance.
Equipment Operator 1- Must possess (11) months experience and operates light to heavy equipment and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling and pushing of 50 lbs. Must possess a Class “B” CDL license.
Equipment Operator 11 – Must possess (3) years of light and heavy equipment operating experience including but not limited to operation of backhoe, front end loader, excavator, skid steer, gradall, etc. Must have the ability to perform labor-intensive work within difficult environmental conditions to include frequent lifting, pulling and pushing of 50 lbs. Must possess a Class “A” CDL license.
Strong heavy equipment operator skills, underground utilities experience, and a current Class-A CDL are preferred, however in-house training can be provided.
Temporary Maintenance Workers (Stormwater)
City of Palm Coast Stormwater Department is seeking temporary workers to help maintain the city stormwater system. Daily work activities will include manual labor and equipment operation directed towards swale, pipe, ditch, and canal maintenance projects. Staff can expect to be exposed to inclement weather, hazardous wildlife, and difficult environmental conditions on a regular basis. Preferred candidates will possess verifiable experience in general maintenance work and heavy equipment operation. Possession of a current Class A or Class B CDL is a definite plus. Stormwater & Engineering Department
Chief Sustainability and Resiliency Officer
Under executive direction, the purpose of the position is responsible for the development and coordination of the City’s Resiliency Strategy across City departments and with affiliated agencies. Responsible for the coordination, development, refinement, administration, development, integration, and communication of resiliency policies and practices for the City of Palm Coast. Coordinates high-priority resilience projects, including securing funding for resiliency initiatives, monitoring, and reporting progress on those projects. The CSRO coordinates the City’s National Pollutant Discharge Elimination System Municipal Separate Storm Sewer System (NPDES MS4) Permit compliance program. The CSRO will play a critical role in preparation, response, and recovery activities related to emergency response for the City of Palm Coast. Exercises an extensive degree of independent judgment, cross department leadership, and professional and managerial knowledge to ensure the overall success and timely delivery of strategic initiatives. Bachelor’s Degree in Public Administration, Planning, Environmental Sciences, Biology, Ecology, Hydrology, Limnology or related field is required; supplemented by five (5) years responsible experience in sustainability, environmental energy efficiency, or a closely related field with at least one (1) year experience in NPDES compliance activities; or an equivalent combination of education, training, and experience. Florida Stormwater Erosion and Sediment Control Inspection certification, Stormwater Operator 1 & 2 License, and ASFPM Certified Floodplain Manager certification (or the ability to obtain within one year of employment). Must possess and maintain a valid Florida Driver’s License.

Under general supervision, performs semi-skilled to skilled vehicle and equipment operation in the installation, maintenance and repair tasks associated with City stormwater system infrastructure. Depending on level of experience, candidates may be hired as MW, E01, or E02.
This position will primarily be responsible for the oversight and support of prison inmate work crews engaged in the mowing and ongoing maintenance of Stormwater ditches. Preferred candidates will possess past experience as correctional officers and / or currently be certified by the Florida Department of Corrections to supervise prison inmate work crews. This is a working position in the field that will require the chosen candidate to operate light and heavy equipment in harsh field environments. Candidates must be comfortable supervising, transporting, and assuming direct responsibility for prison inmate crews in the absence of certified correctional officers.

Survey Crew Chief
Under general supervision, the purpose of the position is to perform a wide variety of technical and supervisory work in land surveying. Employees in this classification function at journey level to perform both routine and non-routine duties as dictated by the nature of the work promoting efficient and organized operation of department activities. Position performs a variety of administrative/clerical support duties as dictated by the nature of the work area. Position operates under the general direction of the City Stormwater Engineer and/or designee. Must possess a High School Diploma or GED; supplemented by specialized training in land surveying, and a minimum of three (3) years responsible experience as a survey instrument person or junior party chief. Must possess and maintain a National Society of Professional Surveyors (NSPS) certification, Certified Survey Technician Level 1 certification (or the ability to obtain within (1) year of hire). Florida Department of Transportation Traffic Safety (MOT) certification (or the ability to obtain within one (1) year of hire). National Society of Professional Surveyors (NSPS) and Certified Survey Technician Level 2, 3 or 4 certifications are preferred. Must possess a valid Florida Driver’s License.
Stormwater Asset Supervisor
Under general supervision, the purpose of the position is to perform skilled technical and professional work to capture, track, manage and update asset information for the department and other stakeholders through design, development, and maintenance of Geographic Information System. Performs various professional administrative and analytical tasks including, preparation of strategic planning documents, conduct research and evaluation of programs and projects. Proposes and monitors specific needed actions for the department and closely coordinates with division leaders for implementation of work activities. Activities will include field asset data collection, data input, graphics, mapping, and analysis including continuous review to assure accuracy. Bachelor’s Degree in Geography, Computer Science, Planning, Engineering, Surveying, or related field; supplemented by five (5) years progressively responsible experience or a combination of education, training, and experience. Must possess and maintain a valid Florida Driver’s License.
Stormwater Engineer I/II
Under management direction, the purpose of the position is to perform professional engineering services to plan, manage and implement stormwater capital improvement projects; provide engineering assistance to stormwater maintenance and operations staff; review development permit plans, and perform engineering analysis. Employees in this classification perform at a professional level and are accountable for reviewing, planning, development, and management of projects in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices. May plan, organize, assign, and review the work of subordinate level employees. Bachelor’s Degree in Civil Engineering or related engineering field; a Professional Engineer’s EI license; two (2) years responsible technical experience in engineering; or an equivalent combination of education, training, and experience. Must be a Registered Engineer Intern (EI) or Professional Engineer (PE) within the State of Florida (or able to register as a EI or PE in the State of Florida within one (1) year of start date of employment into position). Must possess and maintain a valid Florida Driver’s License.
Utility Engineer

Utility Wastewater Department
Utility System Technician 1 or 2
Our Utility Department, Wastewater division is seeking a Utility System Technician to join their team! Depending on level of experience candidates may be hired as UST 1 or UST 2. Under supervision, the purpose of the position is to perform a wide range of routine labor intensive work in the installation, Maintenance and repair of City water and sewer systems.
Utility System Technician 1
Employees in this classification function at entry level. Routine tasks are performed with some independence, and more difficult work is performed under direct supervision. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the City. Must have one (1) year experience in public utilities or other large-scale commercial plumbing systems, and be able to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. General construction experience may be considered.
Utility Systems Technician 2
Employees in this classification function at journey level, and are accountable for operating, maintaining and performing minor repairs on utility vehicles and equipment. Position is distinguished from that of the Utility Systems Technician I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the City. Must have (2) years’ experience in public utilities or other large scale commercial plumbing systems, basic electrical knowledge and the ability to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. Where applicable, must possess and maintain a FWPCOA certification preferred. All positions require a High School Diploma or GED. Must possess a valid Florida Driver’s license.

Utility System Operator – Utility System Operator 3
The Utility Department, Wastewater division is seeking full-time or part-time licensed Wastewater Treatment Plant Operators to join their team! Under supervision, the purpose of the position is to perform diagnostic and equipment control operations to regulate collection, treatment, dispersal and disposal of wastewater in the City’s Utilities Wastewater Department according to the area of assignment. Objective is to ensure effective processing of wastewater. Based on level of experience, qualifications and education candidates may be hired as a USO, USO 2 or USO 3.
Utility System Operator
Employees in this classification function at entry level, and are responsible for performing routine inspection, greasing and maintenance duties, collecting and interpreting data, collecting samples, ensuring efficient and effective operation of Wastewater facilities and equipment. Experience with data entry, basic electric, plumbing and equipment maintenance preferred. Must have (1) year experience in utilities or other pump-mechanical operations or an equivalent combination of education, training and experience. Must possess and maintain a Wastewater Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.

Employees in this classification function at journey level, and are responsible for performing routine and moderately complex inspection and maintenance duties, ensuring efficient and effective operation of wastewater facilities and equipment. Position is distinguished from that of the Utility Systems Operator I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Must have three (3) years’ experience in utilities pump-mechanical operations; or an equivalent combination of education, training, and experience. Employees in this classification function at senior level, and are responsible for performing routine and complex inspection and maintenance duties, ensuring efficient and effective operation of water facilities and equipment. Position is distinguished from that of the Utility Systems Operator II, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Must have a minimum of five (5) years’ experience in utilities pump-mechanical operations; or an equivalent combination of education, training, and experience. Must possess and maintain Wastewater Treatment, Level A Operator certification issued by the Florida Department of Environmental Protection. Must possess and maintain a valid Florida Driver’s License.

Mechanical Technician
Our Utility Department, Water Operations division is seeking a Mechanical Technician to maintain, repair and replace a wide variety of machinery and mechanical equipment, e.g., pumps, motors, pneumatic tools, conveyor systems, chemical feed equipment, gearboxes, and various rotating equipment. High School Diploma or GED, supplemented by one (1) years’ experience in public utilities or other large scale commercial pumping systems or an equivalent amount of training and experience. Must possess a valid Florida Driver’s License.
